System To Be Used For The Marking Of Referees

a) a) All clubs are required to award a marking of between 1 and 100 to the referee for each game (Home or Away). A referee must be assessed on his OVERALL GENERAL PERFORMANCE THROUGHOUT THE GAME and his marking should not be adversely affected by one decision which your Club may not have agreed with. Clubs should take onto account the following points when deciding on what mark to award a referee for his performance, bearing in mind that due thought should be given and that a hasty decision could unfairly prevent promotion to a referee.

Clear signals
Good positioning
Fitness
Playing of advantage
b) It is a responsible task within the club and one which should not rest solely with someone who could be biased over one decision made during the match. The following matters should be taken into consideration/

(i) Personality and Personal Appearance. Given an assessment mark - maximum 20. Was the referee confident and quick thinking? Did he turn up on time and was he smart in appearance?
(ii) Application of the Laws. Give an assessment mark - maximum 30. Was the referee generally correct in his decision based on his interpretation of the Laws of the game? (N.B. Controversial decisions arising during the game should be ignored) The mark decided on this section should cover the whole game.
(iii) General Control. Give an assessment mark - Maximum 50. Did the referee keep control under difficult circumstances, if any arose? Were his decisions clear? Was his attitude to the game correct? Did he make effective use of his Assistant (linesman)? (Remember Assistant (linesman) should follow instructions given to them by the referee at the commencement of the game. Did the referee inspire confidence and did the game benefit from it?
c) Total the three sections above and enter the total mark, which should almost virtually always be between 40 and 100, on the Match Result Card.

100 Excellent and faultless
90 Outstanding with first class control
80 Very good
70 Good
60 Adequate
50 Fair
40 Weak
30 Poor
20 Very Poor
10 Late, Scruffy and Very Poor!!

d) No referee should receive a mark of 40 or less and any Secretary awarding such a mark is required to send a letter fully justifying any such mark with the Result Card. Any referee who makes the effort to turn up and complete the game is worth at least thirty marks before any other factors are taken into consideration!
