1. Referees Basic Training Course

Concerns continue to be expressed about the shortage of referees in the Cheltenham area. As a consequence, even though they are currently midway through a training course, the GFA have decided to commence a further course on November 21st in an attempt to alleviate the problem.

The Course will be held at the University of Gloucestershire's Park Campus and will be two tiered. To qualify as a referee, attendance will be required at both tiers, the second of which covers matters such as Child Protection. However, to gain a basic understanding of the laws of the game, it is only necessary to attend the first tier, which lasts only until 12th December. This would be ideal for persons who are likely to be asked, by their clubs, to act as a stand-in referee but who have no desire to qualify. They will be provided with a certificate of attendance once the first tier is completed and will gain invaluable knowledge in the laws of the game and their application.

The cost of the whole course, covering both tiers, is £57, £25 of which is payable at the commencement of tier 1 and £32 of which is payable at the commencement of tier 2. However, if the intention is merely to attend tier 1, the cost is only £20 and this includes a free copy of the current edition of the FA's "Laws of the Game" handbook.

2. Registration

Clubs are reminded that they should check with Terry Onions before contemplating signing anyone who's name appeared on the CDP2 form. Numerous of the names have now been removed from the CDP2 list and up to date information is only available from Terry.
In addition, will clubs please note that, if they attempt to sign on a player before a match and their opponents decline to witness the form, it is now acceptable for the Officially appointed Match Referee to witness the form. It should also be noted, however, that it is only acceptable to ask the referee to witness the form if the opposition have refused and that all referees have been asked to report every instance in which they have witnessed a registration form. Once a Referee's report is received that details such an incident, the League will investigate the matter and take the action that is appropriate to the circumstances. If these circumstances turn out to be the fact that the opposition club has refused to sign the form, it is likely that they will be charged with failing to satisfactorily attend to the business of the League, as stipulated by League Rule 5(h). The League Management Committee will then consider the matter and, if proven, a penalty will be imposed at the discretion of the Management Committee.

All clubs should note, however, that in accordance with the stipulations laid down by the League's Rules, it is only permissible to sign on two players per team, per match, in this manner. If registration forms are submitted to the League in excess of two per match, the additional forms will not be accepted and the players concerned will be considered to have been ineligible to play in the match in question, even if the opposition or the Referee have witnessed the forms.

4 Kick It Out Day

The Cheltenham League is delighted to report that it received no reports of racism, racial abuse or other racist behaviour on the "Kick Racism Out of Football" Day of Action on Saturday, 21st October, 2006. As a consequence, no clubs were required to attend the Management Committee meeting on Wednesday, October 25th, which was, consequently, left free to consider the effects of the Day of Action and the legacy that it has left.

5 Club Details

Smiths Athletic's Division Four team have new colours. These are a first choice strip of sky blue and claret shirts, with claret shorts and claret socks. The change colours for this team are now white and blue shirts, claret shorts and claret socks.
Star FC has a new secretary. This is Matt Harvey whose address is Stables Cottege, Christowe Lane, Cheltenham, Gloucs, GL53 7BY and whose telephone number is 07771 763943. Matt was the alternative contact for Star FC so this is now Mark Elliot, whose telephone number is 07748 325385.
