It is the purpose of this Newsletter to communicate items of interest to Clubs and, in particular, their Secretaries, that were not necessarily discussed at the monthly Management Committee meetings. If anyone has anything that they would like to include on this newsletter, which will be circulated to all clubs and which will also be posted on the Leagues Web site, they are advised to contact the League's General Secretary by the Monday that immediately precedes the monthly Management Committee meeting, at the latest

1) Refereeing Advice Evening

Since the Club's meeting at the end of September, the League has been in consultation with the Referees Association. During these consultations, it has been suggested that it might be beneficial to all clubs if the RA held an advice and guidance evening at the Victory Club to help those individuals from all clubs who may be required to referee games in the absence of a League appointed official. The League welcomes this idea and is prepared to organise such an evening so long as its member clubs show sufficient interest and commitment to the idea. All Clubs in membership with the League now have to have contingency plans to put into action should an officially appointed Referee not be available for their home matches, for whatever reason. It would be to everyone's benefit if these contingency plans centred around an individual or group of people who had some idea how to undertake the task and a commitment to this single evening may well ensure that this is the case. Please let the League Secretary know whether or not you are interested in this proposal as soon as possible.

2. Laws of the Game

The Referees Association is also able to supply copies of the Official Football Association Booklet detailing the Laws of the Game. This should be an essential component of every club's equipment and it only costs £2.50 rather than the usual £4 if purchased through the RA. Once again, please contact the League Secretary if you are interested in buying a copy.

3 Honorary Historian

Linda Wilson, the Secretary of Gaffers FC, has been appointed to be the League's new Honorary Historian. Linda has lots of exciting ideas to pursue that should see the history of the League brought to life and she hopes to make the fruits of her labours available to everyone in the very near future. Further details of Linda's plans will be available in this newsletter over the course of the rest of this season.

4 Shirt Numbers

It has come to the League's attention over the course of the first two months of this season that a number of clubs are not complying with the League's Rules on shirt numbers. It is stipulated in League Rule 9(a) that players, excluding the goalkeeper, should wear shirts numbered from 2-17 and it is further required, in accordance with League Rule

11(f), that the number on the shirt worn by each player should correspond with the number assigned to the player on the teamsheet, as handed to the opposition and the referee before the game. It should also be noted that there should be no duplicate numbers in any team playing in the Cheltenham League.
Up until now, the clubs that have been reported for transgressions of these rules have been warned about their non compliance and have been asked to ensure that it doesn't happen again. From now on, Clubs will no longer be issued with a warning but will be reported immediately and fined accordingly, if the charge is found to be proven.

5 Charity Cup Donations Forms

In light of the fact that a number of clubs made unsolicited donations to the Charity Cup fund last season, it has been decided to re-introduce a form for use by those clubs who might like to make such a donation in the future. It is envisaged that, on Charity Cup days, a collection might be taken amongst the players or any spectators who might be present, or that the referee might donate part or all of his fee or, possibly, one or other if not both the clubs involved in the match might contribute part or all of the match fees collected from their players. Should any monies be collected, they should be forwarded to Les Fisher, the competition Treasurer, and should be accompanied by the new form, which will be emailed to those clubs with internet access and posted to everyone else.

6 Payment of Fines

Please note that, when paying fines through the post, clubs should only send Cheques to the League Treasurer, Mr Les Fisher, and not cash. Also, all clubs should be aware of the fact that it took one recent piece of correspondence a week to reach Mr Fisher and that this should be taken into account when making arrangements for the payment of fines. Mr Fisher allows all clubs who have been presented with invoices, for either fines or other matters of League Finance, a full two weeks to make payment and it is in the interests of every member club to ensure that payment is made promptly and as soon as possible to avoid any further, and totally unnecessary, fines.

7 Referee's Cards

The number of fines being encountered for offences under Rule 13(j) concerning Referees Cards is still wholly unacceptable. It is not conceivable that any club should now be unaware of the procedure required. Within 15 minutes of the completion of every match, the home side must pay the referee for the game in question. At the same time, the referee should be handed a Referees match card, which he should be asked to complete. Once this is completed and signed, the card must be handed back to the representative of the home side. This card should then be forwarded to Mr Les Fisher, in his capacity of League Results Secretary. The home team's copies of the teamsheets must also forwarded to Mr Fisher, along with, and at the same time as, the Referees Result card. The home team's copies of the team sheet will be coloured blue for its own team and white for the opposition. These should not be sent to Mr Terry Onions, the League Registration Secretary under any circumstances. Given the level of fines being experienced at the moment, it is in the interests of all clubs in the league to develop an understanding the simple requirements of this rule in order to ensure that they avoid unnecessary fines.
