All competing clubs are reminded that Kick-off for these games is to be 1.45 pm, to take into account the fact that any game may require extra time and a penalty shoot out to reach a conclusion.

2) Club's Meeting in January

The next Cheltenham League Club's meeting is scheduled for Wednesday, January 26th, 2005 and will be held at the Victory Club. Will all persons or clubs who have an item for inclusion on the agenda for this meeting please forward it to the League Secretary by Wednesday, 12th January 2005 at the latest.

3.) Process for postponing matches in the Cheltenham League

It has recently become apparent that a number of clubs are experiencing difficulties with the rules when it comes to postponing a home match. In an attempt to alleviate this situation, a potted version of the process to be followed, when postponing a match on the day of the game, is given below. Full details of League requirements for the postponement of fixtures are given in League Rule 10, particularly paragraph (f)

a) If a club suspects that its ground may be unfit for play, it should arrange for the appointed referee or, if this is not possible, a local referee registered with the GFA who has no connection with the club, to attend the ground.
b) If the referee in attendance agrees that the game cannot go ahead on the ground inspected, the Home club's secretary should immediately telephone the Assistant Secretary of the League, John Hunt, on 01242 583856. No one else should be notified at this stage
c) The Assistant Secretary will attempt to find an alternative venue for the fixture. If he succeeds, he will reply to the home club to inform them of the new arrangements and he will then inform the away team and the referee's secretary
d) If no alternative venue can be found, the Assistant Secretary will inform the secretary of the Home Club that the game will have to be postponed. The Secretary of the home club will then notify the opposition, the Referee's secretary, Mr Arthur Stiley on 01242 234895, the results secretary, Mr Les Fisher on 01242 602351 and finally, their own team.
e) If the game was postponed, written confirmation of the reasons for the postponement, including the name of the referee who carried out the inspection and the time that the inspection was carried out, must be forwarded to the Assistant Secretary no later than three days after the postponement date.

4. Use of Club facilities for tournaments

A letter has been received from the FA in which they reiterate the need for all clubs who are holding competitions, tournaments or Charity matches on their grounds to register the tournaments with the County FA so that they may receive official sanction. This also covers friendly matches in which one or other of the competing teams is a scratch side but not in situations in which both sides are currently affiliated to the County FA. Full details of the letter are available from the League Secretary if required.

4. Handbook Changes

The following changes to details contained within the handbook were noted by the October meeting of the League Management Committee

6 Teamsheets

May we please remind all teams in all clubs that they must complete a teamsheet, in triplicate, for every game that they play under the control of the Cheltenham League. In other words, every league match and every Charity Cup tie. Referees have been asked, and are now expected, to send these in to the League Results secretary and to make a note on the Referee's match card of every instance in which they have not been handed a teamsheet. Failure to hand this sheet to the referee before the match will result in your club being fined £10 for each occurrence. All details must also be correct on these teamsheets to ensure that the main purpose of completing them at all, the prevention of unregistered or otherwise illegitimate players playing for any sides, is achieved.
If you do not have a form as issued by the league, please write out the details on a piece of paper for the match concerned. Then contact Terry Onions, the League's Registration Secretary, who will arrange for some official forms to be forwarded to you as soon as possible.

7 Contacting the League

All persons connected with the Cheltenham League are reminded that the League always expects clubs to deal officially with the League through the office of its Club Secretary in the first instance. Other persons should not contact the league in an official capacity until invited to do so by the League. Note: This is intended to apply to League Business and Correspondence and not to casual enquiries. All the League's officers are always willing to help any person connected with a club in a matter of rule interpretation or in the instance of a dispute.

8 Email

Thanks to those clubs who have provided an email address since the last Newsletter. Would all remaining clubs please make every effort to identify an email address that can be used for their correspondence from the League. This email address does not necessarily have to belong to the club secretary but must be owned by a person who is willing to take on the responsibility for ensuring that all messages sent in this manner are passed on to the club's officers promptly. Using email leads to League correspondence being made significantly faster and also results in both the League and the Clubs concerned saving money
