The minutes of the latest Clubs Meeting, which was held at the Victory Club last Wednesday, 22nd September, 2004, are as follows:

The Management Committee were disappointed at the attendance, far to many clubs were not present, these meetings have been put in place for the benefit of CLUBS, the meetings allow clubs and Management to have a two way dialogue, allowing your views to be discussed, We trust that the January meeting will be attended by ALL CLUBS.
1. Fixtures: all fixtures are available to view / download from the web site. Clubs are reminded of Rule 10c "Any Club that feels it has reasonable grounds for not playing a fixture on a particular date shall, no less than eight weeks prior to the fixture submit all details to the League Secretary for consideration by the Management Committee" If you postpone a match within this time period your club will be charged with a broken fixture. We ask all Club secretaries to check with team managers for any dates where players will not be available such as Weddings, Tours, let the Secretary know and the fixture will be changed.

With World Cup matches now on the agenda, the match on the 9th October England v Wales, with the kick off at 3-00pm. Any Club wishing to have an early kick off please agree between yourselves a time and let the League Secretary and Referees Secretary know the new time. No matches will be allowed to be postponed on this date. This will also apply to the match on the 26th March 2005 England v N Ireland.
For season 2005-06 the match scheduled for Saturday 3rd Sept will be kept free, with matches being played on the Thursday and Friday preceding the 3rd Sept. The match on the 8th October 2005 will remain with 3.00 pm kick-offs and earlier kick-offs will only be permitted if qualification has not been decided.

County Cup results must be given to the Cheltenham League as well as to the County regardless of playing at home or away.

Reminder to all Club Secretaries, If you do not have an appointed referee the club referees result card together with both Team Sheets must be sent in by stand in referees, home club responsibility.

Mr Lewis asked why a few clubs have only played one fixture, while some have played five, the secretary advised that some matches have been cancelled for various reasons.

2. Players Debt's: this new rule has seen only three clubs take up the scheme, we trust that clubs who have not joined do not complain that players have left owing money to your club. Reminder of those players which will be refused registration to the league:-

3. Invoices: Last season clubs were fined an astounding figure for late payments of Invoices, not only from this league, but also by the GFA. In addition to these fines, clubs were suspended from playing football, lack of action from clubs, increase's administration within the league. Clubs are asked to pay invoices as soon as they arrive, (better still avoid fines).

Rule 5i,Clubs are reminded that you have 14 days to pay an invoice failure to pay by that date and your club will be fined, and immediately suspended from playing football in the league, if this suspension goes over a weekend then any match/fixture not played will be classed as a broken fixture and clubs will receive further fines.

4. Web Site: The League is please to report that a League WEB SITE is now available, and can be viewed on www.cheltenhamleague.co.uk The site will have all club details, dates of meetings, minutes, Links to other clubs, links to County Cups details, and a link to the FA Full time which has all the fixtures and results. If any club has news items please contact Nick Oram. Any changes to clubs details must go through the League Secretary before changes can be made to the web page. Mr Cook gave praise to Mr Nick Oram for the work carried out enabling clubs access to league/club details.

5. Benevolent Fund: The League Treasurer Mr Les Fisher is concerned that benefits from the fund to players who have been injured, is to low, and suggest that benefits are increased. Over the past few years very little has been paid out to players, probably because the payout was to low and the expense and trouble giving the league doctors notes etc, was not worth the effort. Clubs were asked their views and it was generally felt that the payment was to low. It was agreed that the payment be increased to £20 per week , this to be implemented as from 1st October 2004 (benefits will not be retrospective)

6. Registrations: Mr Terry Onions advised the meeting that 1470 registrations have been completed so far. He requested that any contact to him should be via his MOBILE in the first instance. Clubs are reminded that player registrations will not be accepted for any player that is on the Club debt scheme. Clubs are also reminded to adhere to rule 8e when registering a new player. Clubs with teams in a Senior League are reminded that a team sheet from these matches MUST be sent to the Registration Secretary within 48 hours of the match see rule 11d. Any Registration forms after the 1st March may be sent back to the league and a refund will be given on unused forms.

7. Referees: Referees Secretary Mr Arthur Stiley advised clubs that under the new FA directive Referees will be looking at players who have jewellery on rings in particular should either be removed or taped. Blood wounds should be cleaned and shirts that have been stained should be washed. Clubs are reminded that in the event of no official referee being appointed the HOME club shall provide a stand in Referee rule 10b see also 10f, 11f and 13j.
Appointed referees are shown in the Echo on a Thursday evening, but clubs are reminded that changes to these can take place, clubs shown without an allocated referee should ring the Referees Secretary to confirm if a referee has been allocated.
Clubs are reminded that a letter must accompany a mark of 4 or less giving reasons why such a low mark has been given rule 13h
Mr Stiley reported that we have an excellent list of Referees and all Clubs / Players should give the referee, the respect he deserves, players should not show dissent.
Clubs are requested to pay the referee immediately the match has been completed.

8. FA / GFA: An announcement from the FA at the annual general meeting advised that all changes to the laws of the game will be enforced from July 1st 2004. Players are reminded that they should ensure that they do not wear anything that is dangerous to themselves or other players (including any kind of jewellery). Taping of rings is only permitted if this renders them entirely safe.
There is growing evidence of players being injured by opponents' studs and blades on footwear. Referees have been instructed to carry out inspections prior to every match in order to reduce this danger.

Players and referees are reminded that racist remarks constitute a dismissal offence in accord with law12 (the use of offensive, insulting or abusive language) and must be punished accordingly

Players bleeding from wounds have always been required to leave the field of play until the bleeding has stopped. Players are not allowed to wear blood stained clothing, as this constitutes continuing danger to participants.

GRASS ROOTS SMALL GRANTS SCHEME. Is your club seeking funding of up to £10,000 for football related projects to improve your facility? You can apply if you either Own the land where the works are to be undertaken, or, have a 15 year lease on the land where the works are to be undertaken. You will need to obtain three estimates for the works you would like done. There are four simple steps 1. Contact your County FA development team to discuss your project briefly www.TheFA.com/Grassroots/County+FAs/ .
3. You will need to obtain Technical notes, three estimates must all be quoting for the same works, Drainage, Soil report BEFORE you seek estimates, Financial 50% grant aid, 50% local funding, it may be possible to get a 90% funding of the total project cost
This information will get you started, if you are looking to improve your facilities give the Foundation a ring.

Glos FA Development brochure written by Mr Nick Baker has just been released it contains FA Strategy 2001/2006, achievements, FA Charter standard of clubs progress on and off the field of play, it currently shows Bishops Cleeve, Bourton Rovers Youth, Charlton Rovers as clubs within the charter, It also list courses, cost and location. These booklets are available at no cost and clubs who would like a copy tell the secretary

10. Any Other Business:
The League Secretary will be unavailable between 25th Sept and 11th Oct, all matters regarding Fixtures to Mr Les Fisher.
Finlay Rovers; Can the League do something regarding Referees who are appointed and fail to turn up. These are very rare, in this case administration problem. Elmbridge OB:The only issue I would raise is the use of Pamington by Tewkesbury Dynamos, in our opinion the team gains an advantage playing at this venue given the complete lack of facilities and poor state of the playing surface. I understand that this is not their fault however. Chelt Civil Service: League rule 13(H) on page 33 2nd para says A mark of 4 OR LESS must be accompanied by a full statement giving the reasons for the low mark. Marking of Referees para d) page 73 says: No referee should receive a mark of LESS than 4 and any Secretary awarding such a mark is required to send a letter fully justifying any such mark with the Result Card. . The league rule is correct, any mark of 4 OR LESS must be accompanied by a full statement giving the reasons for the low mark. All teams must work to this rule
