CHELTENHAM ASSOCIATION FOOTBALL LEAGUE
Minutes of the Management Committee Meeting at the Victory Club Cheltenham
on Wednesday, 2nd May 2007.

Minutes of the meeting held on Wednesday, 28th March 2007 were read and
accepted. The minutes of an extraordinary meeting held on Friday, 20th
April, 2007 at Bishops Cleeve FC, Kayte Lane, were also approved
Before addressing the business of the meeting, the Committee was asked
to stand for a moments silence in memory of Malcolm Davies, the Deputy
Referee's Secretary of the GFA, who had recently died suddenly.
Matters Arising from the minutes.
The General Secretary informed the meeting that email had been received
from Broadway United in appeal against the fines imposed upon the club
at the meeting on March 28th. Broadway United received 4 fines under rule
13(H) for not entering the appropriate score for a referee on a Match
Result Card and one fine for failing to have a change of colours under
rule 9(a). It was explained to the committee that issues relating to this
appeal had been discussed with the Broadway United secretary on the day
of the Junior Charity Cup Final and that he had accepted the points made.
After consideration, it was decided that the appeal should fail on all
points but that the appeal fee should be returned
The General Secretary informed the meeting that he had now purchased a
laptop computer and a printer for his use in the administration of the
League and assured Committee members that it had already received significant
use. He confirmed that he had processed the necessary documentation to
allow the League to pursue an application for grant aid in order to recover
this cost.
The General Secretary confirmed to the meeting that there had been further
correspondence with Kingsmead School over matters relating to Belmore
Jags and that the School had been informed that Belmore Jags had tended
their resignation from the League, effective from the end of the season
Mr Arthur Stiley, the referees secretary, informed the meeting that he
had spoken to the Referee of the Div 4 match between Elmbridge Old Boys
and Whaddon United, played on 17th March, 2007, in which Elmbridge Old
Boys alledged that Whaddon United had played an ineligible player. Mr
Stiley reported that the referee had not been forthcoming with any new
information that might progress this matter further and, in light of this,
it was decided that the issue would have to be considered to be closed
with no further action
It was reported to the meeting that a payment had now been sent to Vaughtons
in respect of the Chains of Office that had been ordered and that, following
a recent conversation with the company, it seemed that this matter was
progressing satisfactorily towards a situation in which the new Chains
of Office would be available to be presented at the AGM in June.
The General Secretary confirmed that a letter had been sent to the Secretary
of the GFA's County Cups (North) Committee to express the League's request
that every side in the first division should be afforded Senior Amateur
Status. He informed the meeting that he was yet to receive a reply but
it was noted that the next meeting of the County Cups (North) Committee
was not scheduled until July, when the classifications for season 2007-08
would be agreed upon.
Correspondence & Referees Reports: Correspondence Reported for Discussion
Letter from Belmore Jags, dated 31st March 2007, informing the League
that the club would be withdrawing from the League at the end of the 2006-07
season
It was noted that, as at the date of the meeting, Belmore Jags were not
indebted to the League
Email from Tewkesbury YMCA informing the League of the Club's decision
to withdraw from the League at the end of the current season.
It was noted that issues concerning Tewkesbury YMCA would be discussed
later in the meeting and that these matters might result in Tewkesbury
YMCA's deposit being retained.
Email from Smiths Athletic regarding an invoice that the club has received
from the League for £20.43 relating to pitch hire. Smiths Athletic
asked for clarification of this invoice and state that, as far as they
are aware, this matter can only relate to a Division 3 game between Smiths
Athletic and Whaddon United which they believed was played at King George
V Playing Fields as Whaddon United's home game.
Further email from Smiths Athletic pointing out that the return match
had now been played at Dowty Staverton on March 31st and that the club
did not feel that it should be charged for pitch hire for both fixtures
The General Secretary confirmed that he had agreed with Smiths Athletic
that they should not pay this invoice, pending the matter being discussed
by the Management Committee. It was agreed that Smiths Athletic should
not have been invoiced for this game and that the invoice for £20.43
should be cancelled
Email from Finlay Rovers expressing their belief that Northleach Town
played ineligible players in the Division 5 match between the two clubs
on December 2nd, 2006. Finlay Rovers explained that this belief is based
on the differences between the teamsheet submitted on that date and the
two which they received from Northleach Town for fixtures on April 4th
& April 12th .

Further Email from Finlay Rovers requesting that the Management Committee
uses its discretion in the matter of the match in question and requesting
that the points should be awarded to Finlay Rovers. The email also points
out that this matter could cost Finlay Rovers Reserves the Division Five
title.
It was confirmed that the period of time during which an protest could
legitimately be entered in relation to this matter had expired on December
9th, 2006. Therefore, it was decided that no further action could be taken
on this issue.
Email from Finlay Rovers concerning matters relating to the postponement
of the Division Five game against Northleach Town on Saturday, 14th April,
2007
The circumstances in which this match was cancelled were discussed and
it was decided that Finlay Rovers should be charged with failing to fulfil
a fixture.
Email from Tivoli Rovers bringing the League's attention to the fact that
they believed that Tewkesbury Town had played a player in Division Four
against Charlton Rovers on Tuesday, 17th April, 2007 whilst he was serving
a GFA Suspension.

Email sent to Tewkesbury Town asking for their comments
Email received from Tewkesbury Town denying that David Goodwin played
in this match and stressing that the club takes the rules under which
it plays very seriously.
It was confirmed to the meeting that the name of David Goodwin had not
appeared on either the teamsheet or the match result card submitted by
Tewkesbury Town for this match. In view of this, and also both the categorical
denial of Tewkesbury Town and the fact that it was unlikely that any independent
testimonial would be forthcoming, it was decided that no further action
could be taken in this matter.
Email from AC Olympia detailing the reasons that the club awarded a mark
of 10 to referee C Molnar for the club's Division Three match at home
to Belmore Jags Reserves on Saturday, 14th April
Reports on this game also received from Mr Molnar himself and the referee's
assessor who was in attendance at the match
The contents of all three submissions were noted, as was the fact that,
during the course of this game, both sides left the field of play on a
number of occasions. It was decided that no further action was appropriate
in this matter.
Email from Tewkesbury YMCA informing the League that they are unable to
fulfil the club's last three fixtures of the season
Email received from Moreton Rangers asking for clarification of the situation
at the top of Division Two in light of Tewkesbury YMCA's decision not
to fulfil their last three fixtures
The Management Committee recorded its disappointment that Tewkesbury YMCA
should be unable to complete the season. The meeting was then informed
that two of the three matches that Tewkesbury YMCA had failed to fulfil
were against Finlay Rovers, who were 5 points behind Moreton Rangers at
the top of Division Two. After considerable discussion, it was decided
that, as Tewkesbury YMCA had not actually withdrawn from the League, the
situation as it stood was not specifically covered by League rules. Therefore,
under the provisions of League Rule 5(d), the Management Committee decided
that it considered that the only fair way to deal with the situation as
it stood was to expunge the record of Tewkesbury YMCA from the League.
Email from Terry Onions, League Registration Secretary, in which he notifies
the League of his intention to resign from his position as at the end
of the season.
This was noted and accepted and the Chairman confirmed that he had already
been in contact with Mr Onions to record his gratitude for the work that
he had done over the course of the last 4 years. The General Secretary
informed the meeting that Mr Onions was still interested in remaining
on the League Management Committee. The Chairman asked the General Secretary
to write to all current Management Committee members to ask them if they
would consider taking over from Mr Onions.
Email from Whaddon United informing the League of the reasons for the
postponement of their Division Three fixture with Broadway United on Saturday,
28th April. Whaddon United report that Broadway United were unable to
raise a side for this fixture.

The contents of these emails was noted and the Management Committee recorded
its disappointment that Broadway United had failed to fulfil its final
fixture of the season. It was noted, however, that should the minimum
penalty be imposed, this would leave Broadway United in sixth position
in Division Three, rather than third, and that this would definitely mean
that the club would remain in the third Division for next season.
Email from Tewkesbury Dynamos informing the League that their Division
Three match with Belmore Jags Reserves was abandoned with three minutes
remaining when Referee R Price dismissed a fifth Belmore Jags player from
the field of play.
It was confirmed that the result of this match, at the point of the abandonment,
would stand

Letter from Tom Holland, the steward at The Newlands, confirming the
details for the Junior & Minor Charity Cup Semi Finals that were scheduled
to be played at the venue on April 10th & April 12th 2007
Invoice from Vaughtons of Birmingham relating to the Chains of Office
for the League President and the League Chairman
Letter from Kingsmead School, informing the League that the School authorities
met with Belmore Jags' Secretary, Rowan Rushworth, on 28th March and that
Belmore Jags had agreed to make a goodwill payment of £200 to the
school towards the outstanding balance of £927 that the club owed.
It was noted that Mr Rushworth had informed the school that Belmore Jags
were a new team this season and that he believed that the current players
should not be held responsible for a bad debt. The school also asks for
the League's assistance in locating Mr Jim Hughes.
Reply sent informing the school that the League has no idea of the wherabouts
of Mr Hughes but forwarding the last known address for him. The School
was also informed that Belmore Jags had resigned from the League and that,
therefore, they were unlikely to be in existence after the end of April

prices have increased but assuring the League that they will not rise
again in the next 12 months

Email from FC Barometrics informing the League that their Secretary would
be unavailable for the foreseeable future and that Steve Burge, the designated
alternative contact, would be the point of contact for the club until
further notice
Email from Shipton Oliffe requesting permission to move the rearranged
Division One match with Northway, which was called off on April 10th because
Northway did not have a team, from April 24th, a date which would mean
that Shipton Oliffe were required to play their last 4 games of the season
in 7 days, to April 30th.
Email from Winchcombe Town asking for permission to play two players in
the Club's reserve side on Saturday, 28th April
Email from Endsleigh asking permission for mascots to accompany the teams
onto the pitch before the Senior Charity Cup Final.
Reply sent informing Endsleigh that the club had no objection to this.
Further email sent to Hatherley Rangers offering them the opportunity
to have mascots.
Letter from Steve Forsyth, vice president of Hatherley Rangers, for the
hospitality afforded to himself and his wife by the League at the Senior
Charity Cup Final on Thursday, 26th April.
Email from Natalie Midwinter, dated 30th April,informing the league that
her husband, the Naunton Park Secretary, is currently in hospital.
Referees Reports reported for discussion
Finlay Rovers v Northleach Town Reserves, Div 5, Sat 21/4/07: Referee
M Jagus reports that the pitch was very poorly marked out. To illustrate
this, he informs the league that lines were not straight, the centre circle
was oval in shape and only had a radius of 7 yards at most and that the
distance between the goal area line and the penalty area line was less
than 12 yards.
The contents of this report from Mr Jagus were noted and the General Secretary
was asked to write to Finlay Rovers to point out that such circumstances
would not be acceptable to the League in the future.

Smiths Athletic Res v Whaddon United, Div 3, Sat 31/3/07: Referee M Jagus
reports that this game kicked off late at 15.22 because the away side
didn't have a readily available change of kit
FC Electrics Res v Tewkesbury Dynamos Res, Div 5, Sat 07/4/07: Referee
E Baker reports that this match was played in a good spirit on a rock
hard pitch
Dynamos v Belmore Jags, Div 1, Tues 10/4/07: Referee J Marston reports
that the general conduct of Belmore Jags at the end of the match was very
poor. He reports that team Manager and players surrounded him wanting
to discuss details of the match, which he was not prepared to do in the
circumstances and abusive comments were made to him by one player and
a spectator associated with Belmore Jags
Whaddon United v Tewkesbury Dynamos, Div 3, Sat 14/4/07: Referee M Ball
reports that this match was a pleasure to referee with two evenly matched
sides and he specifically points out that the attitude of Tewkesbury Dynamos,
in particular, throughout the game was exemplary and that he believes
them to be a credit to the League.
Phoenix United v Bishops Cleeve IV, Div 3, Sat 14/4/07: Referee M Jagus
reports that Phoenix United did not provide a club linesman and that the
kick off to the game was delayed by the home side
FC Electrics Res v Cleevonians, Div 5, Sat 07/4/07: Referee C Dawson reports
that there was excellent sportsmanship from both teams in this match and
that 30 minutes had passed before the first free kick for a foul was awarded
Naunton Park v Hatherley Rangers, Div 1, Tues 10/4/07: Referee K Iles
reports that the Hatherley Rangers teamsheet had six substitutes named
but one was removed before the kick off.
Finlay Rovers v Cheltenham Saracens III, Div 2, Mon 16/4/07: Referee W
Wain reports that 40 minutes per half were played in this game so that
a finish was assured.

Applications for League Membership 2007-08
Before proceeding with this Agenda item, the Chairman, Mr G Cook, informed
the meeting that, as he had a vested interest in one of the applicant
clubs, he felt that he should relinquish the chair for the duration of
discussions on this item. Mr Bob Attwood therefore assumed the chair.
The General Secretary informed the meeting that there had been 14 applications
for new teams to join the League for next season and that, of these 14
teams, 5 were additional sides for existing clubs and 9 were from clubs
who would be new to the League. A summary of the application of each of
the teams wishing to join the League had been circulated in advance. .
It was noted that, following the mid season resignation of 4 teams, the
intended resignation at the end of the season of three others and the
likelihood that no one would be relegated from the Northern Senior League
to the Cheltenham League, there would be 8 places available in the league
constitution for next season.
Following discussion, it was decided to further pursue the applications
of four new clubs, which were Apperley FC, Tewkesbury Rovers, St Marks
Community Association (2006) and, Gloucester Elmleaze. It was agreed that
these four clubs would be invited to attend the next Management Committee
meeting, which was scheduled to be held on May 23rd. In addition, it was
agreed to further progress the applications of FC Barometrics and Tewkesbury
Town to enter Reserve teams in the League next season, as well as Winchcombe
Town's application to re-enter a third team. It was noted that, should
they be confirmed as Cirencester League Champions, the League would be
required to accept the application of Siddington to join the League. It
was confirmed that stipulations handed down by the GFA with regard to
the Pyramid of football would, in such circumstances, require the League
to cede Siddington directly into Division One.
Of the remaining applicants, C&G United were placed on the reserve
list whilst 5 other applications were rejected. These were from prospective
new clubs Leckhampton Rovers, J B United, and The Beeches, and also from
Falcons and Northway to enter reserve sides.
The General Secretary confirmed that he would be writing to all applicants
to appraise them of the situation and that the four new clubs whose applications
were to be progressed would be invited to attend interview at the next
meeting.
Following the conclusion of this agenda item, Mr Gordon Cook resumed
the chair.
Treasurer's Report
Mr Les Fisher, the League's Treasurer, provided the committee with a
breakdown of the receipts from the Charity Cup Competition Semi Final
and Final matches. It was noted that £1786.50 had been realised
from the 9 matches and that this was an increase of £50 comparative
to last season. The Chairman expressed his belief that this was an excellent
return and recorded his thanks to the Charity Cup Sub Committee for all
the diligent work that they had put in on behalf of the competition. Mr
Les Fisher also thanked the referees for their generosity in donating
their fees.
Mr Les Fisher then brought the meetings attention to the fact that he
believed that it was possible for the League to release an additional
£1000 to Charity this year, taking the total of the donation up
to £3,300. This was agreed, and after consideration it was further
agreed that this money should be split between the League's 4 existing
favoured charities by donating an extra £250 to each of the Cheltenham
Hospital League of Friends, The Sports Association for the Disabled and
Sue Ryder Homes, and a further £200 to the OAP's Christmas Party.
Mr Fisher concluded his report by recording his thanks to Endsleigh FC
for their generous donation of raffle prizes at the Senior Charity Cup
Final and, also, the ball boys provided by Cheltenham Saracens on the
same evening, who performed their duties diligently and enthusiastically
entirely free of charge.
Any Other Business:
The General Secretary informed the meeting that the League had been notified
that it had received an allocation of 10 Cup Final tickets for this season.
The meeting was reminded that there had been 8 applications for these
tickets which meant, as all tickets were issued in pairs, that there was
sufficient tickets for 5 applicants. A draw involving all the applicants
was held and it was agreed to the following allocation of tickets:-
AC Olympia 2x£35
Star 2x£60
Charlton Kings 2x£60
Mike Lytheer 2x£60
Elmbridge Old Boys 2x£80
In the first instance, the other applicants were unsuccessful although
Southside, Smiths Athletic and Naunton Park were placed on a reserve list
in that order of priority, in accordance with the draw.
As the time had, by this point, passed 9.00 pm, it was unanimously agreed
to suspend standing orders.
The General Secretary reported to the meeting that he had placed an order
with AJ Green Printers for the League's printing requirements for next
season. This order covered Triplicated teamsheets, Official Referees Match
Result Card, Official Referees Match Report Card, Club Referees Card,
Transfer forms, Registration forms and Envelopes. He informed the meeting
that he had directed the printers not to print the Match Result Cards
until they received further notice as these were the items that detailed
the name of the incumbent Registration Secretary.
The General Secretary informed the meeting that difficulties had been
experienced over the course of the past month with the wording of one
of the League's Rules. An amendment to this rule was proposed and it was
agreed that this amendment should be put forward to the Annual General
Meeting
The General Secretary informed the meeting that he would be unavailable
from May 4th to May 11th 2007 as he was getting married on Saturday, May
5th.
The General Secretary also informed the meeting that he had changed his
email addresses. His work email address was now "noram@csc.com"
and his home email was now to be "nickoramcafl@aol.com". It
was explained to the meeting that these changes took immediate effect.
It was noted that the Champions League Final was arranged for the same
night as the next scheduled Management Committee Meeting. It was agreed
that the date of the next meeting should be changed to Thursday, 24th
May
The Chairman, Mr Gordon Cook, informed the meeting that he had arranged
to make an inspection of the facilities at Sherborne Harriers on Thursday,
3rd May and that details of this inspection would be reported to the next
meeting.
Mr Les Fisher expressed his concerns that, during the course of the weeks
leading up to the Charity Cup Finals, a number of the League's officers
had seemed to believe that they were responsible for carrying out the
same duties. It was noted that this should be a matter for the sub committee
to consider and it was agreed that the composition of the Charity Cup
Sub Committee for season 2007-08 would be a matter for consideration at
the next meeting
There being no further business, the meeting closed at 9.12 pm
