CHELTENHAM ASSOCIATION FOOTBALL LEAGUE

Minutes of the Management Committee Meeting at the Victory Club Cheltenham on Wednesday 28th July 2004 at 7-00pm

The Chairman welcomed new Management Committee member Mr Peter Newcombe.
And presented a League Tie

Correspondence:
Letter From Siddington dated 24th June 2004, advising that they will not be entering the Cheltenham Association Football League for season 2004/5. They are sorry for any inconvenience caused, and thank the League for all the effort put in on behalf of the league.
The League were very unhappy with Siddington, as they had every opportunity at the AGM not to be part of the 2004/5 constitution. The League secretary is extremely disappointed at the attitude of the Cirencester League who were informed that Siddington were elected cinto the constitution for season 2004/5. He advised that if the council meeting at their AGM voted in Siddington they would take them regardless of the club already part of another League. The Secretary has taken this issue to the GFA as leagues should honour clubs commitments to Leagues, and not be allowed to move other than by the normal channels.
The Secretary has sent out Newsletter Number1 to all clubs.One major item was the error in the Division Four table being incorrect, it should have shown Naunton Park as runners up.
Mr Dennis Barrett thanked the League for the Crystal Goblet presented to him at the Annual General Meeting it was greatly appreciated.
Letter received from Mr Alan Pearce with reference to the changing facilities at Endsleigh for Semi-finals and finals.
Letter Received from the Referees Association together with a copy of a letter issued by John Baker head of Refereeing at the Football Association. The letter highlighted the use of bladed Footwear and Jewellery and to be sure the equipment is safe is to inspect prior to a match by the referee. The issue will be discussed at the next Referees meeting in August.
GFA: Substitutes used in friendly matches (not Internationals) may use more than six substitutes, provided that agreement on the maximum number has been informed to the referee prior to the friendly match.
GFA: Club Debts to Leagues confirming that the GFA CAN ONLY SUSPEND CLUBS/PLAYERS FOR MONIES OWING which relate directly to disciplinary proceedings. The GFA suggest that full details of the debt are circulated to all leagues, to enable inter-league support.
GFA: Proposed rule amendments. Suggest that submissions regarding monies owed by players / clubs and items of ground criteria are not printed in accordance with the FA Standard Code of Rules (this was dealt with at the AGM and agreed that these items would be at the back of the handbook under headings "ground requirements" and " Club and Player Debt"
GFA: Sanction 2004/205 request that the following detail has been noted.
a) The period end date should be clarified.
b) The league should consider condensing the submissions to a minimum number of sheets.
The secretary to acknowledge suggestions.
GFA: Require three copies of League Handbooks are sent to listed members of the GFA. Secretary to arrange.
GFA: Failure by Clubs to submit affiliation forms by the closing date of the 30th June 2004 could result in omission from the handbook. Every effort will be made to input late omissions.
GFA: The following Clubs have been notified to the Cheltenham League that Affiliation Forms have not been received: BEAUFORT UNITED, FALCONS, WOODMANCOTE, NORTHWAY, ROWANFIELD UNITED. These clubs have been notified by the League Secretary of late affiliations. The secretary has since checked with the GFA and reports that apart from Beaufort United all Clubs have now been affiliated to the GFA.
GFA: Shirt Advertising, new rules regarding Shirt Advertising have been circulated by the FA.
Relevant information for our league>
1. On the clothing of a Player on the field of play, the following areas shall be permitted to be used for advertising:
· One single area not exceeding 200 square centimetres on the front of the shirt
· One single area not exceeding 100 square centimetres on the back of the shirt; and
· One single area not exceeding 100 square centimetres on the back of the shorts
No other advertising is permitted anywhere on the clothing of a Player on the filed of play during a match. Such advertising can be used for advertising one or more companies and, in respect of any company, one or more of their products. The same advertising must appear in the same form on the clothing of all Players and Club Officials wherever such advertising appears, throughout the entirety of the match.
GFA: rules Revision and League Sanction Committee have reviewed our submissions and advise the following:
a) The period end date should be clarified. (this refers to League Accounts which should show the period end date, which is 30/04/04 confirmation has been sent to the GFA)
b) The League should consider condensing the submissions to a minimum number of sheets. (noted; this refers to the new rule which was spread over three pages, unlikely to happen again)
GFA: Receipt of League affiliation fees 2004/5

Club Correspondence / Club Information:
Steve Mattos who has resigned as Charlton Rovers Secretary and moved to Cirencester Town as General Secretary, would like thank the Cheltenham League Committee for all the help and co-operation since Charlton Rovers joined the League in 1995, he also thanks all Clubs Secretaries.

Naunton Park, have requested that they move grounds from KGV to Prestbury Playing Fields. The Management committee have no problem with this request (Fixtures between Prestbury Rovers and Naunton Park do not clash)

Clubs visiting Hatherley Rangers Div 1 Royal Agricultural College , Cirencester should PARK in the "STROUD ROAD" car park

Rule Offences:
The following Clubs have been fined under Rule 5 (h). Failure to reply to League Correspondence.

In view of the problems with Beaufort the club will be requested to attend the next Management Committee meeting.

The following Clubs will be fined if payment for invoices required by the 31st July, have not been received, these are Rule 2b, Subscriptions £20 each team, Rule 2i Pitch hire £5-00 each team, Rule 8f Registration Books £5.00 per Club. Clubs will also be suspended:- Charities Cups Rule 2a per Club £20.00.

The following Clubs have been fined under Rule 14 b Withdrawal Siddington FINED £50-00. Due to the late notice received from Siddington, resulting in Fixtures being processed, the deposit held will not be refunded.

Club / Player Debt:
Only two Clubs have forwarded names Charlton Kings, Smiths Athletic. The listing of players will be sent to all clubs, players on these lists will not be allowed to register with any club in the Cheltenham League, until advised by the above clubs that the debt has been paid. Other local leagues will also be notified.

Charities Cup:
The draw for all sections, have been made and will be distributed to all clubs.
Discussion on the Senior Final on the venue took place, and it was agreed that we should try and get a date from Cheltenham Town to try and avoid the disappointment of last year.
Venus for Semi Finals & Finals were also discussed and agreed to the following Venues:-
The Newlands, Chelt Civil Service, Kayte Lane, Gala Club, Bredon, St Petersfield.

Any Other Business:
The League have been made aware of the Death of Mr Alan Green (A J Green Printing)
The Secretary to send a letter to the Family of Mr Alan Green with the Leagues condolences.

We have received a Complimentary Season Ticket From Cheltenham Town FC, this is given to the Referees Association for the use of Referees.

It was agreed to open a Deposit Account and transfer £5000 to this account

It was Agreed that entrance prices for Charities Cup Finals will be increased by 50p, Senior Final £2-50, Junior & Minor £2-00

All clubs are reminded that Club Accounts must be sent to the League Secretary prior to your first match being played [Rule was 23f now 2 l]

GFA AFFILIATION NUMBER MUST BE SENT TO THE LEAGUE SECRETARY BY THE 31ST AUGUST [Rule 2e]
